for iPad, try AutoWiFi lite, Full version autowifi by subzero.eu.. Reviews like it but say buggy and test with lite version first.
2014-02-08 update. It looks like there are apps that can automatically log on to this sort of network (open networks that require a password)

Tried setting it up on 11/17/12 and I'm not sure if it is working yet.
