With Outlook 2003 you can export your contacts to a CSV file, then import that to Google.
1. In Outlook go to File > Import and Export...
2. Select Export to a file, then click Next.
3. Select Comma Separate Values (Windows), then click Next.
4. On the page where it asks to select a folder to export from, select your Contacts folder, then click Next.
5. Enter in a path where you want to save the file, then click Next.
6. On the last page click Finish.
7. Log in to Gmail and go to your Contacts section.
8. Click Import in the upper right-hand section.
9. Click Browse and browse out to the file created from Outlook.
10. Click Import.
